As a kid, it's fun to run around in circles chasing your friends. When you grow up, nobody do it anymore. It makes you dizzy, tired and look quite stupid. Of course what adults do are TALK in circles... kinda like what the Japanese Ministry did to my visa application. Interestingly, this very event has become a noun and my friends enjoy using it as an example from things that didn't materialise to things that go in circles. "Pull a Japanese visa"

Am I offended by it? Of course not. People should laugh more at themselves. (We are all fools one way or the other anyway.) *sigh*
